By-Laws

Article I – Executive Board Responsibilities

 

Section I – General Expectations

 

A. To serve on the Executive Board and attend all Executive Board Meetings.

B.  To attend all General Board Meetings and report to the General Body the state and progress of their respective positions.

C.  To serve as an ex-officio member of all Standing and Special Committees, as needed

(B:AIII)

D. To maintain 10 hours per week in the SHAC Office and during meetings.

1.  North and South Campus Coordinators shall maintain five hours in the SHAC Office respective to North or South Campus.

E.  To engage in the execution of the mission statement and goals of SHAC.

F.  To dutifully execute any other jobs as mandated by the President or the General Body. 

G.  To meet individually with the Advisor at least twice a month during the fall and spring semesters.

H. To faithfully execute all duties spelled out in the Governing Documents of SHAC (C:AVIII).

Disciplinary action shall be taken at the discretion of the President and/or Advisor of SHAC (D:AII).

I.    To assist in revision and to provide written feedback for the following academic year.

J.    To represent the voice and interests of the residents and to be fiscally responsible in the budgeting of SHAC fees for leadership development, programming, and recognition of outstanding residents.

 

Section II – President

 

A. To preside over SHAC Executive Board Meetings.

B.  To exercise general supervision of the Executive Board and General Body,

1.  This shall include, but not be limited to, maintaining necessary communication with all

Executive Members to ensure Members are fulfilling defined roles.

2.  To plan and compile an agenda for Executive Board Meetings.

C.  To appoint, with two-thirds consent of the General Body, any additional officials not defined in any Governing Documents of SHAC.

D. To preside over all General Body Meetings and call Emergency Meetings as needed

(C:AVI.SII.A).

E.  To preside over all Special Committees (B:AIII.SIII).

F.  To faithfully expedite all decisions, legislation, and requests approved by the General Body. G.  To veto any legislation not in accordance with the mission and goals of SHAC within two

business days of its passage by the General Body.

H. To vote in the case of a tie when presiding in any meeting defined above (B:AI.SII.A, D, E). I.        To serve on or to designate a representative for all University Committees when requested by

University officials.

J.    To meet individually with the Advisor weekly.

 

Section III – Vice President

 

A. To instruct, advise, and oversee the process of legislative action taken by the members of SHAC by advising the Resident Affairs Committee (B:AIII.SI.A).

B.  To solicit members' opinions and mindfully consider those opinions with respect to the mission and goals of SHAC and with respect to possible improvements.

C.  To educate General Body Members' in the procedures of SHAC.

D. To be responsible for recruitment, retention, recognition and motivation of the General Body. 

E.  To plan and compile an agenda for General Body Meetings.

F.  To take attendance at all General Body Meetings, to collect all attendance records, and to inform members when they are approaching or are over their limit of absences (C:AV.SI).

G. To notify each General Body Member at least two business days in advance of every General Body Meeting.

H. To plan, in conjunction with the Business Manager, all General Body Meetings according to the availability of rooms and resources.

 

Section IV – Business Manager

 

A. To coordinate and assist in the maintenance of all necessary SHAC records and to compile, with the assistance of the other Executives, a comprehensive and official record of the proceedings and happenings of SHAC at the conclusion of the academic year.

B.  To maintain an official and current copy of The Governing Documents of the Student Housing Administrative Council, and all concurrent governing documents and to provide a current copy upon request within two business days.

C.  To keep minutes of all General Body Meetings, and furnish copies of the minutes to the

Executive Board, the Advisor, University Housing, and others upon request.

D. To keep a complete, accurate, and up-to-date, account of all receipts, disbursements, other financial transactions, and the overall budget of SHAC and to make all these financial records available within two business days upon request.

E.  To lead all fundraising efforts, including, but not limited to, On Campus Marketing fundraisers, and to advise the Administrative Affairs Committee (B:AIII.SI.B).

F.  To plan, in conjunction with the Vice President, all General Body Meetings according to the availability of rooms and resources.

 

Section V – Event Coordinator

 

A. To assist and supervise all SHAC-sponsored programming.

1.  To advise the Events Planning Committee (B:AIII.SI.C).

2.  To coordinate all assistance with SHAC-sponsored programming for the reason of advertising the name of SHAC.

B.  To serve as an event planning liaison for North and South Campus Coordinators and National Communications Coordinator, as needed.

C.  To host Housing-wide SHAC-sponsored events throughout the academic year, providing residents with educational and safe alternatives and potential to socialize where they live.

D. To routinely assist North and South Campus Coordinators in their event planning.

E.  To keep updated the SHAC website at UWMSHAC.org and to keep updated all social networking outlets.

 

Section VI – National Communications Coordinator

 

A. To act as official representative to the Wisconsin University Residence Halls Association

(WURHA),  the Great Lakes Association of College and University Residence Hall(GLACURH), the National Association of College and University Residence Halls (NACURH), and any other such organizations seeking representation from UWM University Housing.

B.  To uphold all duties listed in the NACURH job description, including, but not limited to, monthly reports, program of the month reports, and conference delegations (www.nacurh.org).

C.  To be responsible for all WURHA, GLACURH, and NACURH conference arrangements. D.  To lead a delegation or arrange for a leader for all WURHA, GLACURH, and NACURH conferences.

E.  To maintain communication with the national and regional directors, and other

Communications Coordinators and provide reports to the General Body.

F.  To use the benefits and services offered by NACURH to the greatest advantage of SHAC. 

G.  To seek program and conference bids to increase the prestige and excellence of SHAC and UWM.

 

Section VII – North and South Campus Coordinators

 

A. To serve as ex-officio members of the Executive Board.

B.  To maintain and lead their respective North and South Campus Senators, Senators-at-Large, and Liaisons.

C.  To faithfully represent the concerns of their respective Senators, Senators-at-Large, and

Liaisons, to the Executive Board.

D. To plan a minimum of three events per semester encompassing their respective campuses. E.  To assist the Event Coordinator with Housing-wide events.

F.  To take attendance at all North or South Campus Council Meetings and report to the Vice

President unexcused absences.

G. To notify respective Senators, Senators-at-Large, and Liaisons at least two business days prior meetings.

 

Section VIII – Advisor

 

A. To actively and appropriately advise SHAC and the Executive Board. B.  To act in the best interest of the organization and its membership.

C.  To meet individually with the President weekly.

D. To meet individually with the other members of the Executive Board at least twice a month during the fall and spring semesters.

 

Article II – General Body Responsibilities

 

Section I – Senator Responsibilities

 

A. To officially represent the voice of the residents.

B.  To serve as a voting member of the General Body and attend all General Body Meetings. C.  To act as the official representative of their house or community and to be responsible for

relaying information between the General Body and said community.

D. To reflect the views, interests, and opinions of their respective constituency.

E.  To attend a minimum of three committee meetings per semester and to assist with at least two events or fundraising efforts per semester.

F.  To serve on their respective North or South Campus Councils (C:AII.SIII), (C:AVI.SI.C).

G. To present to the General Body and Executive Board any legislation necessary to improve the lives of residents.

H. Shall have the right to override any presidential veto by two-thirds majority of the General

Body.

I.    To analyze, question, and approve budget allotments for SHAC and SHAC-sponsored functions.

J.    To ensure optimal student participation in university governance at all levels including the maintenance of all rights granted to students by Chapter 36.09(5) of the Wisconsin Statutes and Annotations (http://www.legis.state.wi.us/rsb/stats.html).

 

Section II – Senator-at-Large Responsibilities

 

A. To officially represent the voice of the residents.

B.  To serve as a voting member of the General Body and attend all General Body Meetings. C.  To act as the official representative of the entirety of residents in University Housing.

D. To attend a minimum of three committee meetings per semester and to assist with at least two events or fundraising efforts per semester.

E.  To serve on their respective North or South Campus Councils (C:AII.SIII), (C:AVI.SI.C).

F.  To present to the General Body and Executive Board any legislation necessary to improve the lives of residents.

G. Shall have the right to override any presidential veto by two-thirds majority of the General

Body.

H. To analyze, question, and approve budget allotments for SHAC and SHAC-sponsored functions.

Section III – Liaison Responsibilities

 

A. National Residence Hall Honorary Liaison

1.  To serve as a voting member of the General Body.

2.  To represent the interests of the NRHH Panthers Chapter.

3.  To be an inducted member of the NRHH Panthers Chapter.

4.  To give oral reports to the General Body when needed and at the discretion of the

Liaison.

B.  Resident Assistant Liaisons

1.  To serve as a voting member of the General Body.

2.  To represent the interests of Resident Assistants and, consequently, the residents.

3.  To facilitate communication and co-programming between SHAC and Resident

Assistants.

4.  To give oral reports to the General Body when needed and at the discretion of the

Liaisons.

 

Section IV – Summer Coordinator Responsibilities

 

A. To serve as official representative of SHAC during the summer session. B.  To organize the SHAC Offices and storage room.

C.  To maintain communication with the Executive Board over the summer.

D. To finalize all arrangement for move-in week, fall semester, and keep the Event Coordinator informed of developments.

E.  To meet regularly, but no less than every two weeks, with the SHAC Advisor.

 

Article III – Committees

 

Section I – Standing Committees

 

A. Resident Affairs Committee

1.  To address concerns of the Residents

2.  To oversee the legislative process (B:AV) B.  Administrative Affairs Committee

1.  To engage in fundraising efforts

2.  To assist the Business Manager in compiling the comprehensive records of SHAC (B:AI.SIV.A)

C.  Events Planning Committee

1.  To assist the Event Coordinator in Housing-wide events throughout the academic year

2.  To provide social activities for the constituency of SHAC

 

Section II – Ad Hoc Committees

 

A. Independent Election Commission (IEC)

1.  To coordinate all SHAC Elections.

2.  Committee members shall be determined by the President and Executive Board. B.  Impeachment Review Committee (IRC)

1.  To be called and presided over by the President in the event of impeachment charges against an Executive Board Member.

2.  To be called and presided over by the Vice President in the event of impeachment charges against the President.

3.  The members shall be selected by the President

4.  In the event of impeachment charges against the President, the Business Manager shall select the members.

a.In the event of that the Business Manager is unavailable, the Vice President shall select the members.

5.  The members shall include the presiding Executive, one additional Executive Board

Member, and three General Body Members.

6.  The IRC shall follow the procedures spelled out in concurrent governing documents

(C:AV.SII.C).

 

Section III – Special Committees

 

In the event of a situation arising that needs special attention and cannot be addressed by either a

Standing or Ad Hoc Committee, a Special Committee may be convened by the President.

 

Section IV – North and South Campus Councils

 

A. North and South Campus Coordinators shall oversee councils of their respective Senators, Senators-at-Large, and Liaisons.

B.  North and South Campus Councils shall assist North and South Campus Coordinators with

events and to assist in the legislative process for their respective campuses.

 

Article IV – Finances

 

Section I – Budget

 

A. The Executive Board shall submit the following semester's budget at the end of each semester to the General Body for approval.

B.  Any expenditure not specified by a line item within the semester budget must be accounted for and asked for through a budget request to the Executive Board and General Body (B:AIV.SII).

C.  Each spring the Executive Board shall determine a fee that will be titled SHAC Fee” which will be applied to each resident's University Housing bill for the next contractual period.

D. Individual Executive Board Members' stipends shall not exceed $4500 per academic year.

1.  The stipend for North and South Campus Coordinators shall not exceed $2000 per academic year.

2.  The stipend for the Summer Coordinator shall not exceed $1000 per summer session.

 

Section II – Allocation of Funds

 

A. The General Body must approve individual program budgets exceeding $100

1.  Budget Requests must first be submitted in writing to the Business Manager

2.  Budget Requests must then be approved by the Executive Board

3.  Budget Requests must finally be approved by simple majority of the General Body.

B.  Budget Requests between $25 and $99.99 must only be approved by the Executive Board. C.  Budget Requests less than and including $24.99 must only be approved by the President. D.  All reimbursements must be submitted to the Business Manager no later than 20 days

following the expenditure and shall follow the above process of Budget Requests.

E.  The Executive Board shall allocate no less than 20 percent of the overall budget to the individual Residential Programs Staff to be used as they see fit for student programming within their assigned communities.

F.  North and South Campus shall each be apportioned a programming budget out of the overall

“Programming” Budget at the discretion of the Executive Board

 

Article V – Legislation

 

Section I – Legislative Process

 

A. Any voting member may submit legislation to make changes within University Housing and

SHAC.

B.  Legislation may be written by any resident but must be sponsored by a voting member. C.  Legislation may be submitted to the Resident Affairs Committee for assistance in the

legislative process (B:AIII.SI.A).

D. Legislation must first be passed by simple majority of the Executive Board. E.  The General Body must approve all legislation by simple majority.

F.  The President may veto any legislation within two business days of passage by the General

Body.

 

Section II – Amendment Process

A. Any voting member may submit an amendment to any governing documents of SHAC in order to make changes in the processes of SHAC.

B.  Amendments may be written by any resident but must be sponsored by a voting member. C.  Amendments must first be passed by simple majority of the Executive Board.

D. The General Body must approve all amendments by a two-thirds majority.
